Following the purge of the Ark's outer layers, Ingram pilot Noa Izumi was attacked by the berserk Zero. New York Police Department labor pilot Kanuka Clancy attempted to use the Zero to defend SV2 from berserk labors, but unfortunately the Zero succumbed to the HOS infection. In 1999, the Tokyo police's Special Vehicles Section 2 deployed to the Ark factory to thwart a plan by Shinohara programmer Eiichi Hoba, who infected the HOS with a program that caused labors to go berserk.
The Zero was also equipped with Shinohara's new hyper operating system, the HOS, which increased labor efficiency by 30 percent. Because the Zero was still in development, its weapon loadout had yet to be finalized, but it came equipped with a large shield and anti-labor stun stick. The Zero's design was focused on hand-to-hand combat, and it had enough raw power to pick up a labor with a single hand and rip it in half. Shinohara began work on the Ingram's successor, the AX-X0, codenamed "Zero." The Zero was based on combat data acquired from the Ingram's service with the Tokyo Metropolitan Police Department, but it represented a significant advancement over its predecessor.
